UPDATE on teleworking in delegations – adapting work practice to a new reality

Generation 2004 wish to update you on teleworking in EU Delegations.

In January 2018, the European External Action Service (EEAS) started a teleworking pilot project in four Delegations. This was possible also thanks to the proactive role of Generation 2004 members who worked closely with the EEAS and the Commission (‘COM’) on this file. By the end of 2019, the number of Delegations covered by teleworking increased from 4 to 24 (out of 143 Delegations and offices). In the pilot phase, colleagues had the opportunity to apply for occasional teleworking, subject to the approval of their hierarchy. Some Delegations have excluded local agents (LA) assistants and secretaries which is an issue of concern to be addressed. Newsletter editorial – 16-6-2021

Welcome to this latest edition of the Generation 2004 Newsletter. The promotions list should be published tomorrow  (Thursday, 17 June): if your name is not there and you would like to appeal we have a conference on how to do so at 12.00 (17 June). We are here to help! In this edition we share with you the updates on vaccination, digital certificates, the return to the office and the home IT kit. We also consider future teleworking from abroad options.  We have an in-depth look at the career  potential of AST/SC colleagues and offer more CBT training and new lunchtime coaching.  We note recent events at Karlsruhe and Geel general assemblies and observe the enforcing of social dialogue secondment rules.

For those of you not proposed for promotion or reclassification and who feel the reason is not related to your performance but to other reasons: change of unit/department, parental/maternity leave, change of line manager, personal conflicts etc., you may file an appeal in Sysper.

The 2021 promotion appeals season opens Thursday 17 June, Generation 2004 is here to help

Every year, the promotion and reclassification procedures, for officials and contract agents (CAs) respectively, go through several stages to culminate in formal recognition (or not) for the job performed during the previous years. During the first stage, your DG’s hierarchy put together draft promotion lists according to the DG quota distribution, and discussed those lists with the staff representation (trade unions and staff associations (OSPs). This first stage is now over and the DG promotion lists will be published in Sysper on Thursday, 17 June! COVID-19: The latest on the digital certificate, vaccination and more

According to the data provided by DG HR in the latest information meeting on 11 June 2021 and on intranet updates: the EU Digital Covid Certificate will become available with legal effects in all EU Member States as of 1 July 2021, although some might start issuing it earlier: for example, Luxembourg  started issuing it on 14 June, Belgium on 16 June [1] and Italy from the end of June. Some travel rules will also change as of 1 July 2021 (but no exemption from  PCR tests). Yes I know!  We all have been there! We all wanted to change a bad habit and we all failed at a certain moment. CBT training offer: July 2021

*Deadline to register is 12.00 (midday) Friday 2 July 2021*

Generation 2004 is organising more computer-based multiple-choice test (CBT) training for July (4 x 2 hour sessions) to provide you with techniques to pass the contract agents selection tool (CAST) or the CBT phase of any European Personnel Selection Office (EPSO) competition.

CAST exams are scheduled for 30 June-6 July (and probably September). It is also likely EPSO will launch more competitions in autumn (check ongoing selection procedures for CBT dates).

The final objective of this training is to guarantee that candidates master the CBT methodology. The training sessions will go through the theory of the exercises and share a practical methodology and exercises for practice at home, with the possibility of addressing doubts in the following session. Stop the AST/SC exploitation NOW

The secretarial and clerical assistants (AST/SC) function group (FG/’GF’) was introduced by the 2013 revision of the staff regulations (SR) that entered into force 01.01.2014.

The established ‘dinosaurs’ trade unions and staff associations (OSPs) did not oppose the creation of the AST/SC category in 2013. Now they hypocritically claim that they care about the AST/SC staff and want to help them. What they really care about is getting the AST/SC votes in the forthcoming staff representation elections.
